Full Description: Who Should Attend
This course is intended for sworn North Carolina law enforcement officers.

Course Goal
To provide the student with a refresher of operating a vehicle while performing the functions of a law enforcement officer and driver. Instruction includes both classroom lecture and driving range practical exercises.

Course Objectives
At the end of this block of instruction, the participant will be able to achieve the following objectives in accordance with information received during the instructional period:
- Demonstrate the acceptable use of occupant protection devices during quick entry/exit practical exercises.
- Identify the below listed components of the driving system and discuss their relationship to law enforcement driving maneuvers and crash causes.
a. Environment
b. Vehicle
c. Driver
- Identify the acronym “SIPDE” and explain its relationship to a driving style that is low-risk, high gain.
- Identify the driving maneuvers that frequently contribute to law enforcement vehicular collisions.
- List acceptable collision avoidance methods.
- Identify factors that may impair vision and special considerations required while performing nighttime driving.
- Identify factors to consider for vehicular pursuits and emergency responses
- Identify the types and limitations of emergency warning devices on law enforcement vehicles.
- Identify methods that will aid in the effective use of a law enforcement radio during an emergency response.
- Identify the legal and liability issues concerning law enforcement vehicular operations to include:
a. Operator’s negligence
b. Vehicular pursuit
c. “Failure to protect” theory
d. North Carolina General Statutes
- Identify the six “C’s” to consider while conducting a known risk vehicle stop.
- Complete a practical exercise concerning each student agency’s emergency response and pursuit policy, or the Attorney General’s Model Policy.
- Demonstrate the ability to use acceptable vehicle control methods by successfully completing the following practical exercises:
a. Offset Lane Maneuver
b. Fixed Radius Curve
c. Precision Exercise
d. Quick Entry/Exit (Stress/non-stressed)
e. Pursuit Driving (Modified)

Resources Required: Attendance is required for all class sessions. The students will need to bring the following equipment: Department issued patrol vehicle or like patrol vehicle, comfortable clothing for classroom and first skills day, complete uniform including leather gear for second skills day, appropriate rain gear, and their agency pursuit/emergency response policy. Students/departments are responsible for all expenses involving their own vehicles.
